Onslow Carteret Behavioral Healthcare Services
(OCBHS), a Nationally Accredited public agency established under North Carolina General Statute
122-C, serves individuals who are in need of mental health, developmental disabilities, or
substance abuse services through a wide variety of individually tailored methods including
24-hour emergency services. OCBHS is an Area Authority. An
Area Authority plans, develops, implements and monitors service
requirements of the Division of MH/DD/SAS. This includes supports for both
insured an uninsured individuals.

The mission of Onslow Carteret
Behavioral Healthcare Services is to assure
the provision of accessible, quality and affordable services for individuals
with mental illness, developmental disabilities and/or substance dependence that
promote independence, quality of life and inclusion within the community.
We are committed to creating and keeping healthy and safe communities by putting
the needs of the consumer first. Our agency will assure that people who are
eligible receive quality services that meet the changing needs of the individual
and the community.
Values
The LME and Service Providers will be accountable for the services they provide.
Adults will be supported to get jobs, volunteer, go to school and live as independently as possible.
Services and supports will be accessible, affordable, appropriate and timely.
Services and supports will be person-centered and based on the needs and desires of the consumer.
The service system will strive to communicate effectively with all parties to support the person with a disability.
The agency will build a healthier more inclusive community through increased community support and education.
The service system will use consistent methods to improve persons with disabilities relationships, experiences and opportunities within the community.
Consumers will be expected to contribute to their fullest ability in their personal success.
Consumers will have a valued role in the community.
Persons with disabilities will be encouraged and supported to create/maintain a circle of supports (friends) in our community.
Service Providers will be required to be culturally competent, person-centered and use positive interventions.
Families will be expected and supported to keep their children at home and in the community. Service providers will work with the whole family to support the person with the disability.
Individuals will live with substitute families only when they cannot live with their own family. Services will always focus on helping the parent to gain/regain the ability to manage and support their child in their own family.
Information will be available about local resources.
People with disabilities will be supported to exercise their rights.
In order to ensure that customers have a clear understanding of their condition, eligibility for service, access to service, benefits, process for payment, and recipient rights/appeals, it is important that they receive current and ongoing education and information regarding behavioral health benefits, new services and opportunities for wellness.
The LME will promoting public awareness, decreasing the stigma of behavioral health disorders, and enhancing a positive public image by determining a) the target audience; b) the types of information to present and disseminate (i.e., type of services, diagnosis, prevention); and c) the best way to present that information to provide a positive public image, is accomplished through the education of individuals and organizations in the community on managed care benefits, services, and access.
The LME will promote an attitude and atmosphere wherein the customer is number one is accomplished through culture and environment, raising awareness and seeking feedback from customers, clinicians, payers, and the general public on methods to better meet the needs of customers and the community.
Persons with disabilities will be respected, regardless of social-economic status, and their service providers will recognize their strengths and work within their abilities.
Service providers will respect and maintain a person’s privacy and confidentiality.
Services will be provided in the persons least restrictive environment using natural supports whenever possible.
People will receive services that are inclusive and support integration into the life of the community (not segregated).
The LME, Service Providers and the Consumers will work cooperatively and collaboratively to provide the best services and supports for people to live as productive members of the community.

COA Accreditation
Onslow Carteret Behavioral Healthcare Services is Nationally Accredited by the Council on Accreditation of Services for Families and Children, Inc., NY, NY (COA). COA accreditation is important to an organization in that it provides objective evidence to the organization's consumers and other stakeholders that the organization is meeting national standards of organizational strength and quality of services. Behavioral Healthcare Services met a rigorous review of operational policies and procedures. We received a rating of 100% for each of the 23 first order mandatory standards and 79 second order mandatory standards and 17 second order critical standards for which we were responsible. Further, we received a rating of 95% on the 781 third order standards.
