Onslow Carteret Behavioral Healthcare Services (OCBHS) is the Local Management Entity (LME) designated by the State Division of Mental Health established under North Carolina General Statute122-C, to manage, coordinate, and monitor the mental health, intellectual and developmental disabilities and substance abuse services in Onslow and Carteret counties.
We are located at 165 Center Street, Jacksonville NC. Our hours of operation are Monday through Friday, 8.00am-5:00pm. If you need additional information, please contact us at (910) 219-8000.
OCBHS offers Screening, Triage and Referral (STR) services 24 hours a day, 7 days a week, 365 days a year. Our community provider agencies offer a variety of services that are designed to meet consumer needs. OCBHS authorizes payment for services, monitors the quality of services, and handles consumer complaints and grievances.

Governance and Administration: The LME is a governmental agency overseen by a board composed of 22 community members that set policy. The board hires an Area Director (CEO) to manage the overall operation of the LME.
Customer Service responds to complaints and helps people navigate the system. Customer Service assures client rights are protected. Customer Service provides staff support to the Client Rights Committee and the Consumer and Family Advisory Committee.
Provider Relations develops and monitors contracts and endorses providers that support quality care for consumers according to county, state and federal regulations.
Business Management is responsible for all financial operations of the LME which include budget preparation and oversight, purchasing, payroll, provider payments, representative payee for consumers and claims processing.

COA accreditation is important to an organization in that it provides objective evidence to the organization's consumers and other stakeholders that the organization is meeting national standards of organizational strength and quality of services. Behavioral Healthcare Services met a rigorous review of operational policies and procedures. |

Crisis Center - Onslow:
215 Memorial Dr, Jacksonville - From Highway 17 or Highway 24, turn onto Western Boulevard. Memorial Dr. will be next to the hospital. The clinic is located behind the hospital. Take the access road that goes into the trees. Click HERE for a map.
